Bangladesh Telecentre Network (BTN) is a coalition of organisations for fostering telecentre movement in Bangladesh. It is an inclusive network, where any individual or an institution committed to bring ICT to the doors of the common people across the country can be a member or partner to collectively promote the idea of building sustainable information and knowledge system for the poor. The network is based on the idea of maximizing the advantages of information and communication technologies (ICTs) through sharing of experiences and knowledge within the components of the organisation. It envisages addressing poverty alleviation through accessing information and knowledge by the poor as an overarching dimension of the Network's mission.
Vision: An inclusive knowledge society in Bangladesh, where the poor and the marginalized people get access to information and knowledge for improving their livelihood through the use of modern information and communication technologies.
Mission: The BTN owes its emergence to a shared vision of "MISSION 2011", which is about building a sustainable information and knowledge system for the poor and the marginalized by 2011, the 40th anniversary of Bangladesh. The goal of Mission 2011 is to promote initiatives taken by private sector, NGOs, research institutions and other stakeholders for building various models of telecentres in Bangladesh and in other developing countries so that by 2011 all citizens of this country would have access to a telecentre for getting communication, information and other services for improving their livelihoods and quality of life. The telecentres will have different ownership patterns, technology, target beneficiaries, service packages, and business/sustainability models.
Objectives: Bangladesh Telecentre Network's objectives are:

To work towards promoting the use of information and communication technologies (ICT) including the internet and the radio and other such similar modes of communication and exchange of information;

To build information systems and platforms for providing access to information to the people for socio-economic development of communities in Bangladesh especially the rural communities;

To use information systems to provide livelihood options and support to the disadvantaged and help them overcome their disadvantages and free themselves from poverty, malnutrition and diseases;

To give any other help and assistance that may be needed by the poor and the disadvantaged sections of the population;

To disseminate useful knowledge and information to people in all matters relating to services provided by the government, its agencies, local government institutions, public and private educational institutions, health care providing institutions, NGOs and private and corporate sector including SMEs by encouraging and supporting the members of the Network to set up telecentres all over the country;

Encourage its members to set up fixed as well as various models of mobile telecentres in remote and sparsely populated areas of the country;

To provide data and information covering all aspects of human existence including but not limited to livelihoods, agriculture, market information, education, health services, public health education and conservation of nature and the environment ;

To promote establishment of telecentres using internet services by subscribing to the services provided by authorized or licensed Internet Service Providers (ISPs) and telecom operators;

To encourage the development of material and content by the members of the Network and to support the sharing of such material by all members;

To promote publications and documentations on development and livelihood issues and about the activities of the Network;

To promote cooperation and facilitate coordination among members involved in operating telecentres in Bangladesh or in the development of materials and contents for dissemination through telecentres;

To facilitate coordination and cooperation between the participating organizations and the government at various levels;

To develop through training the capacities of telecentre operators, infomediaries and other technical personnel needed to successfully set up and run sustainable telecentres;

To set up regional support centres to provide technical and/or any other assistance to functioning telecentres as well as to all new initiatives in this field;

To help and support all efforts at formulating pragmatic ICT policies in the country and to cooperate with the government and other concerned non-government and private sector organizations for the promotion and development of a knowledge network in Bangladesh;

To work through advocacy and lobbying for the adoption of progressive and forward looking policies by the government for the use of ICT in every sphere of national life in Bangladesh including e-governance and e-commerce;

To assist communities in building appropriate organizations/institutions to undertake ICT based activities for their own socio-economic development through effective knowledge management;

To promote computer literacy in the country and support distance and e-learning through the telecentre network as well as through other means;

To join, collaborate and build partnership with other organizations/networks operating in Bangladesh using ICT for development;

To join regional and international organizations/networks working in the field of ICT for development and to learn from their experience for replication in Bangladesh;

To support non-government organizations (NGOs), community based organizations (CBOs) and other civil society organizations (CSOs) with access to the data and services of the telecentres in their efforts to promote sustainable development and poverty eradication in their working areas;

To work in partnership with donors and development partners in promoting the use of ICT, internet and radio in the country for good governance, socio-economic development and poverty eradication to attain Millennium Development Goals and taking the country on the road to prosperity and sustainable development in the long run for a poverty free Bangladesh;

To create awareness about gender issues, legal rights, health and hygiene and climate change amongst the people and to support disaster preparedness, environmental protection, good agricultural practices and food safety, care for senior citizens and other related issues;

To enhance the quality of life of the community and strive towards achieving sustainable development;

To promote innovation, research, investigation, discovery in the field of ICT and its use for furtherance of human well-being and development and to support members in adopting emerging technologies in the ICT sector;

To fund, build, aid, assist, set-up, manage, maintain, administer libraries, museums, public buildings and halls, places for recreation and other places and institutions for use or benefit to communities and people as a whole or to any specially disadvantaged section;

To co-operate, assist and engage in joint programs with persons, organizations and agencies seeking the goal of promotion and development of ICT in Bangladesh and to arrange fund for such persons, firms or associations, on such terms and conditions as may seem expedient in furthering the objectives of the Network;

To purchase, take on lease, exchange, hire or otherwise acquire immovable or movable properties, rights and privileges whatsoever to build, construct, alter and maintain buildings, houses or other constructions for the Network or its staff as necessary or convenient for any of the objects or purposes of the Network;

To purchase, take on lease or in exchange or allotment or hire or otherwise acquire, erect, maintain, equip, construct, re-construct, repair, renovate, or adopt movable or immovable property including land, building, residential quarters, quarters for officers, warehouses, go-downs, structures, erections or convenience for the purposes of the Network by expending from time to time such sum or sums of money as may be necessary or expedient for improving, adding to altering, repairing and maintaining the buildings, structures, property of the Network for the time being of the Network and to sell or mortgage, let out or hire all or any portion of the same as may be thought desirable;

To receive donation from any person, local organizations, corporate bodies including without limitation private and public limited companies, Government of Bangladesh, International Development Agencies, International Organizations, Foreign Governments, UN Agencies from home and abroad Provided that foreign funding shall always be received after observing requirements of law and regulations in force in Bangladesh; To invest and deal with the money of the Network not immediately required in such manner as may from time to time be determined; To invest monies of the Network in such securities, shares, debentures, capital notes, real estate, property including establishing any industry or business or otherwise without limitation in such manner as may from time to time be determined by the Network; To arrange and borrow monies and raise funds required for the objects and purposes of the Network against such security as may be required;

To draw, make, accept, discount, execute and issue bills of exchange, promissory notes, bills, bills of lading, warrants, debentures and other negotiable or transferable instruments or securities;

To remunerate any person or Company for services rendered or to be rendered in or about the formation or promotion of the Network or the acquisition of property by the Network;

To establish, run and support research institutions, laboratories, technical training centres and schools and centre of excellence, grant stipends, scholarships for training within the country and abroad, and to do all such other things as may be calculated to further the aims and objects of the Network;

To give grants, aid or other assistance to person(s),co-operative societies, undertakings or associations of persons and agencies for pursuing aims and objects similar or complementary to those of the Network;

To relocate the registered office of the Network to any address in Dhaka city other than the address specified in this Memorandum as the Executive Committee may decide from time to time;

To set up and/or relocate and/or shut down branches at any place and/or area and/or district within Bangladesh as deemed appropriate; 37. To do such other things as are incidental or conducive to the attainment of above aims and objectives;

To do all or any other thing which may be decided by the Network to be appropriate for the Network and is permitted by the laws of the Bangladesh;
